Assessors give their report

Annual Harassment
Statistics released

McGill's sexual harassment
committee filed its 1988 report
showing a 100 per cent increase in
the number of complaints, but the
Legal Aid Clinic is compiling statistics showing many incidents of
sexual harassment at McG ill sti 11 go
unreported.
Few incidents of harassment arc
reported to the Sexual Harassment
Assessors. One formal complaint
was investigated-same as last
year- and twenty informal complaints were foJJowed up by the Assessors, compared to nine last year.
Of these twenty, seven were inquiries only, three arc ongoing and ten
were resolved "within the limits of
the sexual harassment guidelines."
Legal Aid says it sees at least one
complaint every week.

to increase as more students become aware of the service through

calling on the general council to
resolve the dispute over the expulsion of four counciiJors in December.
Councillors Marvin Rotrand
(Snowdon), Pierre Goycr (Jean
Talon), Sam Boskcy (Decaric) and
Pierre-Yvcs
(Mont
Royal) resigned from the caucus in
December. Hours later, they were
publicly expelled from the party.
The four withdrew from the
caucus citing dissatisfaction with
the growing centralization and decreasing democracy within the
Dore-Fainstat administration.
Dcsmarais' public explanation
January 13, an "open letter" sent to

newspapers, acknowledges party
members' right of dissent, but he
faults the four councillors for resigning over a difference of opinion
and asks whether one can "identify
with the MCM only when the decisions taken confirm one's point of
view?".
The councillors claim they can
better serve the party as independent caucus members.
Carolinc Singleton, a Notrcdamc-de-Gracc district association
coordinator, said the MCM was
accustomed to dissent because the
party is built on democratic ideals.
"We don't try to have consensus
on every issue," she said.
Rotrand claims the MCM neglected stifled opposition.
"The last straw" he said "was a

express dissent openly in caucus."
Peter Wheeland, coordinator of
Snowdon's district association,
said the mass resignation is only a
symptom of deeper problems

need to establish a policy on sexual
assault, currently not covered in
McGill regulations, and harassment, independent of the University administration.
Students at Legal Aid want to
create a 'Student Advocacy Committee' comprised mainly of
women, designated to deal with
sexual assault and harassment
complaints. According to Annette
Lcfebvre, a member of Legal Aid,
concerns about the effectiveness of
an internal committee may prevent
some students from approaching
the Assessors with complaints.
"The Assessor's role is to be impartial, but because they arc part of a
university adminstrativc body one
could question their impartiality,"
said Lcfebvre.
The Assessors stress their commitunent to impartiality. "We remain objective to both sides and
would definitely withdraw from a
case if a conflict of interest existed," said Assessor Patricia
WeJJs.
"Justice is my priority and one
not have justice without impartiality," she said.
Lcfebvrc says Legal Aid is not
against directing a student to the
Assessors, but "students would often be more comfonablc coming to
Legal Aid frrst. She pointed out
there would not be a duplication of
services as "it is essential to have
different avenues of complaint so
that everyone can be helped."
"Of course everyone has the
right to choose," said Wells, "but I
believe that the University has a
strong, effective policy and I would
hope for better communication
with Legal Aid in order to prevent
any delays in resolving cornplaints."
